Case 2: Maintaining a Standard of Professional Practice
A Provincial Medical Regulator wanted to motivate and support licensees in professional practice by providing an annual subsidy to help cover their cost of enrolment in continuing education.
Sessions were carried out to clearly define the challenge map. The key challenges selected for solution development were:

To conveniently provide a personalized subsidy to a list of licensee learners

To allow each learner to apply the subsidy to any course they may choose within a catalogue

To provide robust administration, support and reporting
Working out from these challenges, the facilitator helped the client catalyze a solution of providing each learner with a fixed value coupon they could apply towards the enrolment fee for any course in the catalogue of a leading academic institution, at any time within a set period.
The coupons were prepared and distributed via email directly to each licensee. They applied the coupon during a check-out transaction for enrolment in the course(s) they personally selected. User support was provided as requested and required. System reports communicated coupon uptake and utilization.
Following the program, the regulator was pleased there was an overall increase in education uptake by licensees and good value for the expenditure via a bulk enrolment discount. Furthermore, learners were pleased to receive the financial support and to be able to choose courses best suited to their personal learning needs, objectives and interest.
Overall, the annual subsidy program was considered a success by all and the regulator decided to repeat the program for a second year.
